Журнал "Электричество"

Журнал «Электричество» основан в 1880 г. выдающимися российскими электротехниками того времени, объединенными в VI-м (электротехническом) отделе Императорского русского технического общества. В издании журнала было два перерыва (с 1918 по 1921 гг. и с 1941 по 1943 гг.)


В первом номере журнала более 130 лет назад были определены его цели и задачи:«...разработка различных вопросов, относящихся до электротехники, и распространении необходимых сведений как по теории электричества, так и по применению его в науке и общежитии. ... Журнал предназначается ... сообщать все новейшие изобретения в этой области у нас и за границей ..., следить за электрической литературой и давать отчеты о важнейших сочинениях ...».


Тематика журнала менялась в зависимости от развития электротехники и электроэнергетики, появления новых научных направлений в этих областях и в соответствии с задачами, состоящими перед наукой и техникой на разных этапах истории страны.


Следует отметить, что до начала 1930-х годов, когда начали издаваться журналы по отдельным направлениям тематики «Электричества», этот журнал публиковал статьи и по теплоэнергетике, и по радиотехнике, и по зарождающемуся телевидению, и по многим другим проблемам.


Но и после этого тематика журнала оставалась весьма широкой, каковой является и в настоящее время:

  • теоретические основы электротехники,
  • в области электроэнергетики:
    • оборудование для электростанций,
    • исследование режимов работы электросистем,
    • релейная защита,
    • техника высоких напряжений, включая молниезащиту.
  • в области электротехники:
    • проектирование и исследование электрических машин, в том числе со сверхпроводящими обмотками,
    • микромашин, электрических аппаратов и трансформаторов,
    • разработка различного типа преобразователей для управления электроприводами и технологическими процессами,
    • создание новых видов материалов для применения в электротехнических устройствах, машинах и аппаратах.


В тематике журнала отведено место для публикации исторических материалов, посвященных юбилейным датам крупных событий в электротехнике, выдающимся российским и зарубежным ученым, инженерам и предпринимателям, внесшим весомый вклад в мировую и отечественную электротехнику.


Журнал «Электричество», называемый летописью отечественной электротехники и электроэнергетики, был и остается ведущим российским изданием в этих областях. Высокий научно-практический уровень журнала объясняется тщательным отбором публикуемых материалов и активной работой редколлегии, состоящей из известных ученых-энергетиков и электротехников.


За прошедшие семь лет (2006-2012 гг.) в журнале опубликованы статьи специалистов из 27 стран (некоторые – в соавторстве с российскими учеными).


Учредителями теоретического и научно-практического журнала «Электричество» в настоящее время зарегистрированы Российская академия наук (Отделение энергетики, машиностроения, механики и процессов управления) и Российское научно-теоретическое общество энергетиков и электротехников. Журнал выходит ежемесячно в объеме 9 печатных листов (72 стр. формата 60х90/8).


Все поступающие в журнал научные статьи проходят рецензирование, после чего на заседаниях тематических секций редколлегии решается вопрос об их публикации.


Редколлегия, заседания которой проходят в последний четверг каждого месяца, кроме июля, утверждает очередной номер журнала, принимает решения о публикации статей в разделе «Хроника», а также исторических и юбилейных материалов, проведении дискуссий по актуальным вопросам энергетики и электротехники, обсуждает и определяет наиболее перспективные научно-практические направления тематики, публикации статей по которым следует уделить особое внимание.

 The journal Elektrichestvo was established in 1880 by outstanding Russian electrical engineers, who were united in the Sixth (Electrical) Sector of the Russian Imperial Technical Society. After that, there were two periods of time during which the journal was not published: from 1918 to 1921 and from 1941 to 1943.

The first issue of the journal, which was published more than 130 years ago, formulated its purposes and objectives: "... development of various questions relating to electrical engineering and dissemination of necessary information both on the theory of electricity and on its applications in science and for public use. ... The journal is intended to inform its readers about all newest inventions in this field in Russia and abroad ... . It is also intended to keep an eye on the electrical literature and provide reports about the most important works ...".

The scope of topics covered by the journal varied depending on the development of electrical engineering and electric power engineering, advent of new scientific lines in these fields, and in accordance with the challenges faced by science and engineering at different stages of the country's history.

It should be pointed out that up to the early 1930s, after which journals on individual lines of topics covered by Elektrichestvo began to be published, the journal also published papers on thermal engineering, radio engineering, emerging TV, and on many other problems.

But even after that the scope of topics covered by the journal remained very broad and remains so still at present and involves theoretical principles of electrical engineering; matters concerned with electric power engineering, including equipment for power stations, studies of power system operating modes, relay protection, high-voltage engineering with questions related to lightning protection; matters concerned with electrical technology, including design and investigations of electrical machines, including those with superconducting windings, as well as micromachines, electrical apparatuses and transformers, development of various kinds of converters for control of electric drives and technological processes, and development of new kinds of materials for use in electrical devices, machines, and apparatuses.

The topics covered by the journal include publication of historical materials devoted to anniversaries of significant events that occurred in electrical engineering, as well as outstanding Russian and foreign scientists, engineers, and businessmen who introduced an important contribution in the worldwide and Russian electrical engineering.

The journal Elektrichestvo, called the annals of the Russian electrical engineering and electric power engineering, has always been Russia's leading edition in these fields. A high scientific-practical level of the journal is achieved by carefully selecting the materials published on its pages and owing to active work of its editorial board, which consists of well-known scientists specializing in power engineering and electrical engineering. For the past seven years (from 2006 to 2012), scientists and post-graduate students from 23 countries became the authors and coauthors of articles published in the journal.

The Russian Academy of Sciences (the Division for Power Engineering Machinery Construction, Mechanics, and Control Processes) and the Russian Scientific-Theoretical Society of Power Engineers and Electrical Engineers have presently been registered as the founders of the theoretical and scientific-practical journal Elektrichestvo. The journal is issued every month in a volume of nine conventional printed sheets (72 pages of the 60×84 1/8 format).

All scientific articles arriving to the journal pass reviewing, after which decisions are made at the meetings of Editorial Board topical sections on publishing them.

The Editorial Board, whose meetings are held on the last Thursday every month except July, approves the next number of the journal, makes decisions about publishing of articles in the Chronicle section, as well as historical and anniversary materials, about carrying out discussions on important matters of power engineering and electric power engineering, and discusses and determines the most promising lines of topics to be covered in the journal with paying special attention to articles on these topics.

The following rules should be followed in writing and documenting an article for the journal Elektrichestvo:

Preparation of Manuscripts for the Journal Elektrichestvo (these rules are published in Nos. 6 and 12 of the journal every year)

1. The material of articles must be given in rigorous and at the same understandable form for a wide range of scientific workers and engineers. In particular, explanations must be given to all weakly known terms and concepts. It should be remembered that readers are primarily interested in the physical meaning of the phenomena considered.

If an article reports about new developments (of scientific and technical problems), their technical-economic advantages over the previously known ones must be demonstrated. In describing new research methods, their comparison with the known methods must be carried out from the viewpoint of their simplicity and time expenditures.

In order to help the readers to read the journal, the authors must organize articles according to the following general structure:

(a) The state of the matter being considered must be briefly explained and the problem statement must be given.

(b) The method used to solve the problem must be described together with the adopted assumptions.

(c) Then comes the main body of the article, presenting the physical essence of the subject, initial and final mathematical expressions, experiments, and calculations, examples, and illustrations.

(d) Discussion of the obtained results and their comparison with the previously known ones.

(e) Conclusions and recommendations.

(f) Appendices: proves of the statements presented in the article, mathematical manipulations and transformations.

(g) References.

(2) In writing an article, authors should avoid the use of cumbersome body of mathematics. The information presented in an article should contain the minimal set of formulas. All names placed in tables must be given fully without abbreviations.

3. The list of references is drawn in the sequence of references appearing in the text and must contain the following information:

(a) For journal articles - the surnames and initials of the author(s), the name of article, the name of journal or collection of papers, publishing year, volume, number, and the range of pages (from the beginning to end of the article).

(b) For books - the surnames and initials of the author (authors), book title, name of publishing house and city, publishing year, and full number of pages in the book.

The titles of foreign works and names of their authors must be given in the original transcription.

Non-published materials or materials not readily available for a wide range of readers should not be includes in the list of references.

4. Personal data of the author(s) must be given at the end of article in Russian and English:

(a) The name of educating institution, its department, and graduation year.

(b) The year of receiving a scientific degree, the topic of dissertation, and where it was presented.

(c) The place of current job and position.

(d) The address and numbers of home and office telephones.

5. An abstract of article (containing no less than 100 words including the article title) with key words must be presented in Russian and English.

6. An article can be sent either by e-mail or by mail (it should not be sent in the form of registered matter) with a CD containing the text of article entered in any version of Microsoft Word. Figures can be presented in any format of raster or vector graphics (e.g., .pcx, .fif, cdr, .jpg, etc.). Photographs can be presented as separate files in any format of raster graphics.

7. If the Editorial Board makes a decision not to publish an article or about the need to rework it, only the review with the Editor's cover letter is sent to the author.

8. The Editorial Office does not accept articles the content of which has already been published either fully or partially in other editions or if it is being prepared for publishing in them. The authors are requested to indicate this in the cover letter in sending an article to the journal Elektrichestvo.

 

TO READERS, SUBSCRIBERS, AND PROVIDERS OF ADS OF THE JOURNAL ELEKTRICHESTVO

Subscription for the journal in Russia and CIS countries is accepted at post offices.

Those who wish to present an article for the journal can find the rules for preparing manuscripts in Nos. 6 and 12 of the journal every year.

Ads in black-and-white picture can be placed on the journal pages and on its cover, and as an insert.

Color-pictured ads can also be placed (at contractual price).

If the same ads are repeated in the next number, a 10% discount is applied. If the same ads are published in the third and subsequent numbers, a 20% discount is applied. Advertisement articles are published at contractual cost. The deadline of presenting ads materials is 1.5 months before publishing the number (journal numbers are usually published in the middle of every month).
